This book looks at how the budgets of local municipalities affect poor people. It looks at the revenue (income) and spending of five municipalities. Each of the chapters looks at the municipality's budget, and asks questions about whether and how services are provided. It asks what kind of spending has been put first and focuses on the impact of the revenue and spending on women.
