URGENT ATTENTION:

Condemn the bloody cleansing of prostitutes
by the Iraqi Government


We are deeply concerned about horrific reports of an anti-women crusade taking place in Iraq since October 2000. According to reliable sources a bloody clean up campaign targetting female prostitutes has been launched by the  Iraqi government and its supporters.

More than 80 prostitutes have been executed by beheading outside their homes, and their heads hung on their doors or put on their doorsteps as a deterrent. This has taken place in major cities  like Bagdad, Basra, Mousel and other cities in Iraq.

According to the British paper The Guardian on 3. November, one of the groups carrying out the barbaric drive against prostitutes is known to be the Fedayeen Saddam militia, which is a group under Saddam Hussein's Al-Baath party. While chanting slogans like "Long live honoured ladies - Down with prostitutes" the squads attack the women's homes and beheads them using swords. According to the arabic daily paper al-Hayat on 29th October 2000 The National Union of Women in Iraq is supporting the bloody clean-up campaign.

The women victimised are poor and unemployed, suffering from the economic sanctions against the country - struggling to make a living for their families. According to latest reports also women, whose sons or husbands are connected with opposition forces, are now targetted and accused of being "prostitutes" and their lives thereby endangered.

Before this barbaric campaign sanctioned by the Iraqi authorities the punishment for prostitution in Iraq was three to five years jail. The recent drive is seen to be part of a socalled Islamization of Iraq by the Government.

We strongly condemn the lack of any effective judicial protection and rights of individuals expressed in these criminal acts against humanity. The beheading of the women prostitutes are extrajudicial executions, where people and powerfull groups take the law in their own hands.

We strongly urge the Iraqi government to stop the bloody and unlawfull executions of women prostitutes and others in Iraq and
- to restore law and order, incl. ensuring fair trials for women facing charges on prostitution
- to provide effective judicial protection to anyone in danger of extrajudicial execution, including those receiving threats
- to protect and respect human rights and  the human rights of the women prostitutes.
- ban "death squads", private armies and paramilitary forces acting outside the official chain of command.
- to demonstrate their total opposition to extrajudicial executions and "disappearances" and make clear to security forces that these abuses will not be tolerated in any circumstances;
- to respect the fundamental standards of human rights and international humanitarian law, including the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW) and the Declaration on the Elimination of Violence against Women.
