A
Global Deal
- is a global pact the road to development for all?
The Danish proposal of a Global Deal is getting more and more
attention as a possible tool of interconnecting trade,
access to markets and technology, environmental concerns, official
development assistance, debt etc. The basic idea is that in relation
to development we have a common but differentiated responsibility.
To justify demands we must all provide aid according to our ability.
So far the Global Deal proposal is a open framework, in which
content will be added when all nations make a proposal on what
they want to contribute and what they demand in return. The purpose
of the seminar is to present and discuss the Global Deal proposal
in an open, public forum in relation to: Background, political
considerations, the proposal's acceptance and further elaboration.

budgets seen through gender lenses
–
a new
perspective on the mobilization of domestic resources?
Women’s
organizations in Tanzania, Uganda and South Africa have in
recent years used a new tool in their dialogue with governments
in order to ensure accountability to international commitments
regarding poverty reduction and gender equality.
Gender
Budgeting is a set of methods, which transform the preparation
of national budgets from bureaucratic/technical budgetary
procedures to transparent and democratic processes and which
focuses on men’s and women’s needs.
Dr.
Simel Esim, International Center for Research on Women,
USA will present examples from developing countries. A debate
with representatives from the Danish Foreign Ministry and The
Danish National Research and Documentation Center on Gender
Equality (currently not confirmed).

Global
Taxes for the financing of Global public goods?
The goal
of halving poverty by 2015 and the necessity of sustainable development
requires new thinking. There are tremendous challenges, such as:
conflict solving and reconstruction, environmental degradation,
basic development, gender equality, safety nets for the poor -
securing global public goods for all. Proposals of global taxes
on currency transactions (Tobin Tax), fossil fuels and arms, is
not only a possible source of financing on the agenda of the UN
Conference Financing for Development, but also an emerging realization
of the necessity of international regulation and global governance
in a new democratic world order. The seminar will focus on development
and poverty elimination as global challenges requiring global
solutions. The possibility of initiating global taxes will be
discussed. |

The UN Conference Financing for
Development may lead to a huge increase in financial development
resources - but financial
resources is one question, the results another. Can and should
political conditionalities be used as a quality ensuring tool
in development aid? And is it possible for the civil society
to influence development by posing requirements to
corrupt governments?

Corporate Influence on Development - The
Un cooperation with the private sector
In
the Millennium Declaration, heads of states and governments
have set up the goal of reducing poverty by half by the year
2015. In relation to
poverty fighting initiatives the Un Conference Financing for
Development is playing a central role. One of the conference
issues is the role of trade and industry in development of the
LDCs. UN has launched a partnership with private enterprises
called "Global Compact". Focus of the seminar is how
private enterprises can contribute to sustainable development.
